Sustainable Energy Fund

Four funds were created as a result of the restructuring plans of five electric companies. The funds are designed to promote the development of sustainable and renewable energy programs and clean-air technologies on both a regional and statewide basis. The funds have provided more than $20 million in loans and $1.8 million in grants to over 100 projects. A Statewide Sustainable Energy Board was formed in 1999 to enhance communications among the four funds and state agencies. The board includes representatives from the Commission; the Department of Environmental Protection; the Department of Community and Economic Development; the Office of Consumer Advocate; the Pennsylvania Environmental Council; and each regional board.

Met-Ed/Penelec Sustainable Energy Fund Advisory Board Vacancy

The Metropolitan Edison Company Sustainable Energy Fund and the Pennsylvania Electric Company Sustainable Energy Fund (Met-Ed/Penelec SEF) Advisory Board currently has one vacancy.

About the Fund:
The Met-Ed/Penelec SEF was established in 1999 to provide grants and loans for projects, within the Metropolitan Edison Company and Pennsylvania Electric Company service territories, that encourage the development and use of renewable and clean energy technologies, energy conservation and efficiency, sustainable energy businesses, and projects that improve the environment around the company’s transmission and distribution facilities.

About the Board:
The Advisory Board consists of the seven to nine members approved by the Pennsylvania Utility Commission (PUC.) The composition of the Advisory Board shall at all times include one member from each of the following groups or entities; independent power producers, weatherization providers, electricity suppliers, industrial customers, commercial customers, environmental groups, and Met Ed/Penelec or an entity affiliated with Met Ed/Penelec. At this time, the vacancy is with the weatherization providers group. The balance of the members of the Advisory Board shall be representatives of Pennsylvania ratepayers and stakeholders interested in Pennsylvania’s electric utility industry. The term of an Advisory Board member shall be two (2) years and the terms of the members shall be staggered so that the terms of an approximately equal number of members end each year. A member may serve a total of six terms.

Sustainable Energy Fund By-Laws


Order and By-Laws - From the Public Meeting of January 27, 2011.  The Commission approved the by-laws for the Sustainable Energy Board in the order, and it was entered on January 28, 2011. The by-laws are attached to the order as Appendix A. Docket No. M-00031715.

Sustainable Energy Fund Best Practices


The Pennsylvania Sustainable Energy Board was directed to develop uniform guidelines for the business practices of the sustainable energy funds. On March 1, 2007, the Commission approved best practices in four separate areas.
