PUC Approves PECO Customer Assistance Program Shopping Plan

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today approved a plan for PECO Energy Co. (PECO) to allow customers enrolled in its Customer Assistance Program to purchase generation supply from electric generation suppliers (EGSs).

The Commission voted 5-0 to approve a motion by Commissioner Pamela A. Witmer that approves in part, and denies in part, PECO’s CAP Shopping Plan. 

Today’s action “eliminates the barriers that PECO CAP customers have encountered since the inception of electric competition in the Commonwealth,” said Commissioner Witmer in her motion.  “These customers will now be able to freely shop for the best deal to meet their individual needs, thus realizing the benefits that the market approach can provide while maintaining the very important consumer protections afforded to CAP customers.”

Commissioner Gladys Brown issued a statement. Commissioner James H. Cawley also issued a statement.

In addition to allowing CAP customers to shop, PECO will open up its Standard Offer Program to CAP customers as of April 15, 2014.

In its Opinion and Order entered Oct. 12, 2012, the Commission approved PECO’s Default Service Program for the period June 1, 2013, to May 31, 2015.  At that time, the Commission directed PECO to develop a shopping plan that would allow its CAP customers to purchase generation supply from EGSs.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities; ensures safe and reliable utility service at reasonable rates; protects the public interest; educates consumers to make independent and informed utility choices; furthers economic development; and fosters new technologies and competitive markets in an environmentally sound manner.
