HARRISBURG – The Pennsylvania Public Utility Commission (PUC) has released a Management and Operations Audits Report of Citizens Electric Company, Wellsboro Electric Company and Valley Energy Inc. (C&T companies).

The Commission voted 5-0 to make the Audit Report and the Implementation Plan public.  The audit report makes five recommendations to the company for improvement.  C&T companies indicated acceptance of all five recommendations in their implementation plan. Outlined below are some of the notable recommendations:

  • Review all schedules in Valley Energy’s Annual Report to the PUC for accurate reporting and determine and correct any sources of errors.
  • Reduce the number of outages attributed to unknown causes at Wellsboro by providing additional resources to assist in investigating such outages and/or through supplemental training for field operations employees.
  • Develop a business case to assess the options to create a C&T position to oversee the cybersecurity function for C&T companies.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities; ensures safe and reliable utility service at reasonable rates; protects the public interest; educates consumers to make independent and informed utility choices; furthers economic development; and fosters new technologies and competitive markets in an environmentally sound manner.
