2019 Captioned Telephone Relay Services Request for Proposal (2019 CTRS RFP)

The Commission is seeking a contractor to provide intrastate CTRS  in Pennsylvania.  CTRS users receive both the voice to listen to the phone conversation and word-for-word captions of what is said to them.  CTRS enables consumers to communicate using modern technology that relies, in part, on Internet Protocol.  CTRS combines the spoken word with the printed word visible on telecommunications equipment during a telephone conversation.  It also includes voice mail,  E-911, and other customary telecommunications services. 

The Contract will be a five-year, fixed term, fee-for-service contract ending June 30, 2024.

RFP-2-2018 - Geophysical Services Request for Proposal

The Pennsylvania Public Utility Commission, Investigation and Enforcement Bureau (I&E) seeks a full-service earth resource engineering and consulting firm, specializing in geotechnical engineering, hydrogeology, and geophysics to provide engineering technical support on horizontal directional drilling projects and other pipeline/utility projects.  I&E investigates matters related to pipelines, and requires geophysical engineering consulting on these matters.  I&E seeks to retain such advisors and utilize them as necessary to effectuate I&E’s pipeline safety enforcement duties.  This will include providing written and oral testimony in adversarial proceedings to support the contractor’s professional findings and conclusions.  If the Issuing Office enters into a contract as a result of this RFP, it will be a five-year, fixed term, fee-for-service contract.

PUC RFP-1-2018 - Request for Proposals to Provide Human Resources Legal Services

The Commission’s Office of Human Resources (“Issuing Office”) has issued this RFP on behalf of the Commission.  The sole point of contact in the Commission for this RFP shall be Michael E. The Commission seeks legal counsel and representation in matters relating to Labor and Employment Law, to provide counsel to the Human Resources Department as well as other senior Commission staff.

If a Bidder has any questions regarding this RFP, the Bidder must submit the questions by email (with the subject line “PUC RFP-1-2018 HR Legal Services RFP Question”) to the Issuing Officer Michael Roberts at by Friday, August 31, 2018.  The Issuing Officer shall post the answers to the questions on this page by Friday, September 7, 2018.
