Statewide Evaluator Act 129 Reports

The Commission is releasing the following Act 129 Statewide Evaluator Reports for the Act 129 Energy Efficiency and Conservation Program. The findings, conclusions, and recommendations contained in the Statewide Evaluator’s Reports are the findings, conclusions, and recommendations of the Statewide Evaluator only and, as such, are not necessarily agreed to by the EDCs or the Commission. The Commission, while not adopting the findings, conclusions, and recommendations contained in the Statewide Evaluator’s Reports, may consider and adopt some or all of them at a later date in appropriate proceedings, such as the annual Technical Reference Manual update, Total Resource Cost Test Manual update, and individual EDC Energy Efficiency and Conservation Plan revision proceedings.

Statewide Evaluator Audit Plan

The Audit Plan has been prepared by the SWE Team to audit the evaluation activities and program savings of the seven EDC Energy Efficiency and Conservation (EE&C) Plans in accordance with the directive of Act 129. The Audit Plan contains detailed expectations for EDC evaluation, measurement and verification (EM&V) protocols and plans as well as the potential audit activities to be conducted by the SWE Team.

Statewide Evaluator Contract RFP

The PUC sought a Statewide Evaluator Contract to evaluate the energy efficiency and conservation programs required by ACT 129 of 2008. Act 129 requires each of the seven major Electric Distribution Companies (EDCs) in Pennsylvania to adopt a plan to reduce energy demand and consumption within its service territory. The Act requires a 1% reduction in consumption by May 31, 2011, a total of 3% reduction in consumption and a 4.5% reduction in peak demand by May 31, 2013. A Request For Proposal (RFP) went out asking that the RFP  contain provisions for an audit plan development, four annual audits of the EDCs' programs and a 2013 review of the entire program.

The Statewide Evaluation contract will began in the summer of 2009 and will continue until October 31, 2011, with two, one-year renewal options through December 31, 2013.

A Pre-proposal Conference was held on Wednesday, May 6, 2009, at 1 P.M. in Hearing Room 5 on the ground floor of the Commonwealth Keystone Building, 400 North St., Harrisburg PA 17120.
