By orders adopted in October 2009 approving the Energy Efficiency and Conservation Plans of the electric distribution companies, the Commission directed staff to convene the Fuel Switching Working Group to identify, research and address issues related to the use of fuel switching or fuel substitution programs (i.e. replacing an electric appliance with a natural gas appliance). The Fuel Switching Working Group is to submit recommendations to the Commission by March 31, 2010.

A Secretarial Letter containing questions for the Working Group to address was issued on Dec. 10, 2009. Based on input provided by stakeholders, an agenda was electronically mailed to the Working Group on Jan. 4, 2010.

The Working Group met on Jan. 6, 2010 to discuss these issues (Agenda). A subcommittee prepared sample fuel switching proposals ad cost-benefit analyses, which were circulated to the Working Group on Jan. 25.

Comments to the subcommittee’s proposals were submitted on Feb. 16. A meeting was held on Feb. 26, 2010 to discuss the work product of the subcommittee and related issues. Reply comments may be submitted by March 12 to ra-Act129@state.pa.us.
