Energy Efficiency and Conservation (EE&C) Program

Phase IV

Via its June 18, 2020 Implementation Order, the Commission adopted additional incremental reductions in consumption and peak demand, established the standards each plan must meet and provided guidance on the procedures to be followed for submittal, review and approval of all aspects of the EE&C plans for Phase IV of the program.

The Commission has been charged with the responsibility to evaluate the costs and benefits of the Energy Efficiency and Conservation (EE&C) Program by November 30, 2013, and every five years thereafter.  66 Pa. C.S. §2806.1(c)(3).  The Commission must adopt additional incremental reductions in consumption and peak demand if the benefits of the EE&C Program exceed the costs.

Secretarial Letter Cancellation Notice for the Act 129 Statewide Evaluator Energy Efficiency and Peak Demand Reduction Market Potential and Demand Response Potential Studies Stakeholder Meeting - On March 20, 2020, the Commission, in response to the Coronavirus (COVID-19), issued a Secretarial Letter announcing the cancellation of its Act 129 Statewide Evaluator Energy Efficiency and Peak Demand Reduction Market Potential and Demand Response Potential Studies Stakeholder Meeting.  The meeting was initially scheduled for Wednesday, March 25, 2020, from 10:00 A.M. to 2:30 P.M. in Hearing Room 1 of the Commonwealth Keystone Building in Harrisburg. Phase III

Act 129 EE&C Program Phase III - On October 23, 2014, the Commission issued a Secretarial Letter (Docket Number M-2014-2424864) seeking comments on a number of important topics that are instrumental in designing and implementing a potential Phase III of the Act 129 Energy Efficiency and Conservation Program. The Secretarial Letter also announced that Commission staff will hold a stakeholder meeting on December 2, 2014, to allow interested parties to discuss views on possible timeline issues, additional planning and implementation, as well as to begin a dialogue about the potential energy reduction targets for Phase III.

Phase I

The Commission has been charged by the Pennsylvania General Assembly with establishing an energy efficiency and conservation program (EE&C Program). The EE&C Program requires each electric distribution company (EDC) with at least 100,000 customers to adopt a plan to reduce energy demand and consumption within its service territory. 66 Pa. C.S. §2806.1. On January 15, 2009, the Commission adopted an Implementation Order at Docket No. M-2008-2069887 establishing the standards each plan must meet and providing guidance on the procedures to be followed for submittal, review and approval of all aspects of EDC EE&C plans.

Expedited Plan Approval Process Tentative Order

On March 31, 2011, the Commission adopted and released for comment a Tentative Order (Docket No. M-2008-2069887) proposing an expedited process for approval of minor Energy Efficiency and Conservation plan changes. Comments were due April 21, 2011 with reply comments due May 2, 2011.
