Technical Reference Manual

The Technical Reference Manual standards will be used to measure and verify applicable DSM/EE measures used by EDCs to meet the Act 129 consumption and peak demand reduction targets.

2026 Technical Reference Manual Update Secretarial Letter – On January 3, 2024, the Commission issued a Secretarial Letter announcing a stakeholder meeting regarding the Act 129 2026 Technical Reference Manual (TRM) update and changes to existing TRM measure protocols. The stakeholder meeting will be held in Harrisburg on Thursday, February 8, 2024. Docket No. M-2023-3044491.  Agenda is included in the Secretarial Letter
