Notice to Pennsylvania Local Exchange Carriers
|
| Each local exchange carrier that serves residential customers in Pennsylvania must file an annual report containing residential account information that complies with the regulations found at 52 Pa. Code Chapter 64.201. These reports are due 90 days from the end of each calendar year. This means that all 2009 reports are due to the Commission on or before March 31, 2010. Companies that can not comply fully with the reporting requirements must petition the Commission for a waiver of the reporting requirements prior to the filing deadline.

2009 Utility Consumer Activities Report and Evaluation

| The latest quarterly update to UCARE provides a snapshot of Bureau of Consumer Services (BCS) activity for the four quarters of 2009. It presents data on the customer service performance of the electric, gas, water, and telephone industries. The update also reports the volume of consumer complaints, payment arrangement requests (PARs) and inquiries received by BCS between January and December 2009. |
Security at the PUC's Commonwealth Keystone Building in Harrisburg

| Please note that effective Monday, January 25, the PUC’s 2nd and 3rd floors of the Commonwealth Keystone Building in Harrisburg will be secured and visitors will need to check in with a security officer stationed on each floor to gain access. When a security officer is not available, visitors will be asked to use a directory provided in the lobby to directly contact the person or office they are visiting. Thank you for your cooperation. |

| The 2008 Utility Consumer Activities Report and Evaluation (UCARE) has been posted to the Pennsylvania Public Utility Commission’s website under the Publications and Reports tab. This report measures customer service performance of the state’s major jurisdictional companies in the electric, gas, water and telephone industries. Performance measures include consumer complaint rate, justified consumer complaint rate, response time to consumer complaints, payment arrangement request rate, justified payment arrangement request rate, response time to payment arrangement requests, infraction rate and termination rate. |

| As of Nov. 13, 2009, the 1st - 2nd Quarter quarterly update to UCARE has been revised. The previous report included second quarter data only. The revised version provides year-to-date information that includes both the first and second quarters of 2009. |
PUC Postpones Sept. 17 Special En Banc Hearing

| The PUC postponed a special en banc hearing that was planned to solicit comments on the effects of the Low Income Home Energy Assistance Program (LIHEAP) proposed 2010 state plan and increasing energy costs would have on utility-based customer assistance programs. Despite the postponed hearing, the PUC continues to welcome comments from interested parties. The deadline to file written comments and/or revised comments has been extended to Oct. 9, 2009. The deadline extension will provide interested parties with an opportunity to review the revisions that the DPW makes to the proposed state plan. |
Pennsylvania Lifeline Awareness Week, Sept. 14-20, 2009

| A resolution sponsored by the National Association of Regulatory Utility Commissioners (NARUC) has dedicated the week of Sept. 14-20, 2009, as National Telephone Discount Lifeline Awareness Week. In conjunction with this national initiative to promote Lifeline and Link-Up discount program awareness, the PUC is joining other state agencies and industry representatives to help residents “stay connected.” As part of the Commission’s outreach, a consumer event will be held on Wednesday, Sept. 16, 2009 at 11:15 AM at the Community Action Commission, located at 1514 Derry St. in Harrisburg. The PUC, the state’s Office of Consumer Advocate, the PA Telephone Association and Verizon will be hosting the event to promote telephone discount programs. |
