THE POSITION:

DESCRIPTION OF WORK:

Performs as an analyst under the supervision of a Technical Utility Supervisor and Manager in the Bureau of Technical Utility Services.
 
Performs as part of the team on assignments reporting to a lead worker.
 
Initially reads, studies, learns and acquires knowledge of federal and state public utility laws, precedents, regulations, rules and operating procedures.
 
Assists in the verification of financial information from published sources.
 
Assists in the analysis of specific areas of financial and accounting data submitted by public utilities.
 
Assesses the review and verification of information from water/wastewater providers concerning Applications for Authority to begin, expand and/or abandon service, rate increases and other tariff changes, in compliance with Commission regulations and state statutes.
 
Acquires knowledge of water/wastewater utility tariff rules and regulations.
 
Acquires knowledge of water/wastewater utility system operating practices and procedures.
 
Performs calculations and prepares schedules of information for inclusion in reports.
 
Prepares written summaries of analysis and information for review by others.
 
Prepares Secretarial Letters and Orders related to water/wastewater industry.
 
Assists in the development of spreadsheets and word processing templates to improve the efficiency of the Bureau's work products.
 
Assists in the verification of electronically supplied information through the internet concerning water/wastewater utility information.
 
Assists in the preparation of accounting statements, spreadsheets and financial information to augment the findings of an Administrative Law Judge.
 
Completes increasingly difficult assignments approaching full professional level as the training period progresses.

Performs related work as required.

Essential Functions:
Ability to become familiar with technical information on accounting, financial practices, regulatory principles, and economics.
 
Ability to research and analyze numerical and written data.
 
Ability to understand and to perform statistical and financial calculations in support of technical analysis concerning a utility's performance, proposed tariff or rule.
 
Ability to become familiar with laws, rules, regulations, and accounting pronouncements concerning the regulations of utilities.
 
Ability to prepare correspondence, reports, recommendations and draft orders.
 
Ability to communicate and maintain effective working relationships with coworkers, representatives of utility companies, and members of the public.
 
Ability to participate in on-site tours and inspections of fixed utilities.
 
Ability to organize information, maintain files and timely complete assignments.
Ability to learn and use computer-based applications, such as Microsoft Office and Commission proprietary systems on work assignments. 

Ability to keep abreast of developments in one's professional field and in the operation and regulation of utilities. 

Ability to assist other analysts as directed by the supervisor or the lead analyst, and assist in the training of new analysts and trainees.
 

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:

A bachelor's degree with major course work in accounting, economics, finance, or business administration, which included or is supplemented by 15 credit hours in finance related coursework.

Be a resident of Pennsylvania.

Be eligible for selection in accordance with Civil Service rules.

  1. Have held regular civil service status in one of the following classifications:

In a classification at Pay Scale Group 5 where there is a clear linkage between the knowledge, skills, and abilities required to perform the duties of that class and the knowledge, skills, and abilities required of the Fixed Utility Financial Analyst Trainee class. Applications submitted will be reviewed to determine if an applicant's current or previous class has a logical occupational, functional, or career development relationship to the Fixed Utility Financial Analyst Trainee class.

Selection Criteria:

  1. Minimum experience and training required for the job.
  2. Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last due overall regular or probationary performance evaluation was higher than unsatisfactory or fails to meet standards.
  3. Seniority, defined as a minimum of one year(s) in the next lower class(es) by the posting closing date of 1/25/2018.
