Position is primarily assigned to the Water/Wastewater Industry
Group. However, when major initiatives, projects and/or increased
workload warrants, position may be assigned to another Industry Group or
multi-Industry Group within the Bureau or within another bureau or
multi-bureaus within the Commission.
Position performs accounting economics, financial and statistical analysis of
filings by fixed utilities to justify proposed initial tariffs, tariff rate
increases, and tariff changes. This position participates in the review
of water/wastewater applications for authority to begin, expand and/or
abandon service for new service, transfers of ownership, additional service
territory and/or abandonment of service, examines the adequacy of financial
operations and management. Employee also handles affiliate interest and
municipality agreements for water/wastewater companies. Position
participates in preparing reports to the Commission, subject to supervisory
and management reviews, pertaining to the above filings and provides
financial analysis and advice to various bureaus and offices of the agency.
Duties involve, but are not limited to, the following:
May train other employees as needed on above functions.
Initially reads, studies, learns and acquires knowledge of federal and state
public utility laws, precedents, regulations, rules and operating procedures.
Participates in review and analyzes of utility financial dossiers on capital
accounts, revenues and expenses, taxes, rate of return and rate structure to
determine accuracy and reasonableness in support of requested transactions,
compliance with Public Utility law, regulations, and standard financial
practices.
Participates in preparation and completion of reports and recommendations and
other advisory reports for Commission action and information. Performs
calculations and prepares schedules of information for inclusion in reports.
Assists in the analysis of specific areas of financial and accounting data
submitted by public utilities.
Prepares Secretarial Letters and Orders related to water/wastewater industry.
Assists in the development of spreadsheets and word processing templates to
improve the efficiency of the bureau's work products.
Participates in preparation of answers to memos, letters, and responses to
surveys and questionnaires submitted by Commissioners, legislators, federal
regulatory bodies, or other state agencies regarding past and present
Commission positions on fixed utility regulatory issues as needed.
Participates in review and analysis of test year data, financial records and
transactions, utilizing accounting principles, statistical analysis and rate
making techniques applicable to the Public Utility regulatory process.
Participates in studies and analyzes pro forma annualization and normalization
adjustments to revenues, expenses, business and income taxes, and cash
working capital claims submitted by the utility.
Participates in development of data requests and interrogatories to establish
explanation and support for the claims made by the utility and to determine
proprietary and reasonableness of the rate increase/decrease requests. Attend
meetings or have other oral communications with public utility personnel,
complainants, consultants and other interested Commission personnel pertaining
to facts in the case.
Performs independent analysis on the personal computer. Works on statistical
projects as assigned by the immediate supervisor using the personal computer.
Participates in evaluations of all data acquired pertinent to rate cases,
prepare staff adjustments, and determine the effect on utility income
available for return. Participates in preparation of written descriptions of
adjustments reflecting staff recommendations to the Commission on relevant
issues.
Participates in review and analysis of initial filings for completeness and
accuracy of fiscal data submitted in justification of rate changes or other
financial transactions.
Participates in preparation of final summary reports including worksheets,
exhibits, and other supporting data to justify conclusions.
May attend prehearing conferences, alternative dispute resolution
conferences, fixed utility rate case hearings and other hearings as required.
May participate in conducting on-site inspection of utility plants in
preparation for prosecutor or investigative opinion testimony or reports.
May participate in analyzing and reviewing the position of all parties in
cases as a prosecutory or investigative function.
May participate in preparation of comparison studies, which would augment the
prosecutory or investigative function.
May participate in preparation of final summary reports including worksheets,
exhibits, and other supporting data in justification of prosecutory or
investigative conclusions.
Performs other duties as assigned by the supervisor.
Essential Functions:
- Ability to become familiar with technical information
on accounting, financial practices, regulatory principles, and
economics.

- Ability to understand and to perform statistical and
financial calculations in support of technical analysis concerning a
utility's performance, proposed tariff or rule.
- Ability to become familiar with laws, rules,
regulations, and accounting pronouncements concerning the regulations of
utilities.
- Ability to prepare correspondence, reports,
recommendations and draft orders.
- Ability to communicate and maintain effective working
relationships with coworkers, representatives of utility companies, and members
of the public.
- Ability to participate in on-site tours and
inspections of fixed utilities.
- Ability to organize information, maintain files and
timely complete assignments.
- Ability to learn and use computer-based applications,
such as Microsoft Office and Commission proprietary systems on work
assignments.
- Ability to keep abreast of developments in one's
professional field and in the operation and regulation of utilities.
- Ability to assist other analysts as directed by the
supervisor or the lead analyst, and assist in the training of new
analysts and trainees.

In a classification at Pay Scale
Group 6 where there is a clear linkage between the knowledge, skills, and
abilities required to perform the duties of that class and the knowledge,
skills, and abilities required of the Fixed Utility Financial

an applicant's current or previous class has a logical occupational,
functional, or career development relationship to the Fixed
Utility Financial Analyst 1 class.
Selection Criteria:
- Minimum experience and training required for the job.
- Meritorious service; defined as (a) the absence of
any discipline above the level of written reprimand during the 12 months
preceding the closing date of the posting, and (b) the last due overall
regular or probationary performance evaluation was higher than
unsatisfactory or fails to meet standards.
- Seniority, defined as a minimum of one year(s) in the
next lower class(es) by the posting closing date of 1/25/2018.
