THE POSITION:

The counties of patrol are DAUPHIN and LEBANON. Candidates must reside in one of the counties of patrol or relocate within six months of employment.

DESCRIPTION OF WORK:

The person in this position performs investigative and enforcement work in the PUC's Motor Carrier Enforcement Division, Bureau of Investigation & Enforcement Division.  He/she will receive direct supervision from an Enforcement Officer Supervisor located in the assigned zone. 
 
Specific Job Duties Include:
 
Conduct inspections of motor carriers providing intrastate transportation of people and property for compensation, to ensure the carrier is properly licensed by the Commission, and is in compliance with all applicable regulations.
 
Perform driver/vehicle safety inspections of trucks, buses, taxicabs, limousines, and other passenger type vehicles to ensure compliance with motor carrier safety standards.
 
Issue traffic and non-traffic citations, and Commission complaints, to violators in accordance with Division policies and procedures.
 
Provides testimony at Commission hearings, District Justice hearings, and County Common Pleas Court.
 
Maintain an effective knowledge of pertinent Public Utility transportation statutes and regulations, the Pennsylvania Vehicle Code, Pennsylvania Department of Transportation Vehicle Equipment  and Inspection Manual, the Federal Motor Carrier Safety Regulations, and the Hazardous Material Regulations.
 
Conduct investigations of consumer and agency initiated complaints of motor carriers. Also completes audits of motor carriers when assigned by the Division office.
 
Conduct safety fitness reviews of motor carrier applicants.
 
Conduct reviews of household goods carriers.
 
Prepare detailed reports of investigations and inspections, which require analysis, conclusions and recommendations Also responsible for completion of all required administrative reports. A laptop computer will be utilized to complete most reports.
 
Participate in the federal new entrant program by conducting safety audits of new interstate truck and bus carriers.
 
Maintain a high state of appearance while in uniform or civilian clothes.
 
Responsible to maintain an assigned patrol vehicle, as well as accessory safety equipment.
 
When required, work in geographical areas other than the assigned counties.
 
Perform other related work assigned by the Regional Manager or District Supervisor.
 
Satisfactorily complete all required certification training courses, including but not limited to: driver/vehicle safety inspection, hazardous material transportation, and PA DOT equipment and inspection regulations.    

Essential Functions:

Ability to read and analyze written correspondence.
 
Ability to learn and understand Commission regulations and state laws as they pertain to the operation of commercial vehicles.
 
Ability to effectively communicate, both verbally and in writing, the information available concerning complaints.
 
Ability to logically present facts, both verbally and in writing, which may result in a decision by the PUC to take action.
 
Ability to learn and understand existing policies and procedures and incorporate into assignment duties.
 
Ability to operate a mobile-to-mobile police radio.
 
Ability to operate an automobile.

 Ability to perform all required commercial vehicle inspections.
 
Ability to satisfactorily complete all required training courses and receive a certificate of completion.
 
Ability to lift inspection equipment not to exceed 50 lbs.  When participating in bus inspections, ability to lift ramps weighing approximately 65 lbs. in conjunction with another officer.
 
Ability to utilize a laptop computer in the performance of duties.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:

Eligibility - all candidates

Graduation from a four--year college or university with major course work in police sciences or law enforcement; or four years of professional police experience; or four years of enforcement experience with a governmental regulatory agency's laws, rules and regulations pertaining to motor vehicles; or any equivalent combination of experience and training.

Necessary Special Requirement:

Possession of a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania.

Successful completion of training and safety courses within six months of employment.

Be a resident of Pennsylvania.

Be eligible for selection in accordance with Civil Service rules.

Selection Criteria
 
Minimum experience and training required for the job.
 
Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last due overall regular or probationary performance evaluation was higher than unsatisfactory or fails to meet standards.

Seniority, defined as a minimum of one year(s) in the next lower class(es) by the posting closing date of 5/23/2018.
