THE POSITION:

THIS VACANCY IS FOR PUC EMPLOYEES ONLY.

There are four positions available.

Work hours are 7:30 AM - 4:00 PM - Monday through Friday.

DESCRIPTION OF WORK:

This is a technical position within the Bureau of Investigation & Enforcement (I&E) requiring administrative, investigative and technical skills to perform investigations of underground utility damage cases that are reported directly to the Public Utility Commission (PUC) or through the Pennsylvania One Call System (POCS). The individual will provide recommended dispositions to ensure compliance with the Underground Utility Line Protection Law (UULPL).

Incident investigation work is performed with general supervision and oversight, and the employee is expected to consult and seek direction from Supervisor.
This position will be responsible for determining whether any violations of the UULPL have occurred and for drafting an investigation close-out report and a recommended disposition to his/her Supervisor.

  • Investigating reports of alleged violations of the UULPL that are electronically provided to the PUC
    through the POCS.
  • Reviewing all case evidence such as incident reports, photos, videos, as-built drawings, etc.
  • Managing a caseload of investigations consisting primarily of third party hits to facility owners' underground lines.
  • Contacting parties that are involved in an alleged violation of the UULPL in order to conduct investigations, primarily by telephone and written interrogatories.
  • Perform timely handling of all incident reports to ensure that the necessary information is submitted by all parties within a reasonable timeframe, that information submitted by the parties is reviewed in a timely manner, that parties are given an opportunity to present their positions in front of the Damage Prevention Committee (DPC) and that the investigations are closed in a timely manner.
  • Creating and maintaining detailed records of all investigations for a minimum of five years.
  • Maintaining and using the fine schedule to determine fines for alleged violations.
  • Drafting investigation close-out reports and providing recommended dispositions of alleged violations of the UULPL to the Damage Prevention Investigation Supervisor (Supervisor).
  • Preparing and providing correspondence to individuals who are subject to enforcement proceedings.
  • Preparing testimony, and testifying at hearings before an Administrative Law Judge in regard to alleged violations of the UULPL.
  • Gathering pre-assembled educational training material to be provided to violators of the UULPL when training is part of the disposition determined by the DPC.
  • Preparing underground utility damage prevention and UULPL presentations for facility owners, excavators, line locators, project owners and the general public.
  • Conducting field investigations of alleged violations of the UULPL and conduct on-site inspections of on-going excavation activities, as directed by the Supervisor.
  • Responding to telephonic inquiries related to the PUC's damage prevention enforcement program.
  • Performing other related work as directed.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:

Eligibility - all candidates
A bachelor's degree and one year of experience in utility regulation;
 
or
 
An equivalent combination of experience and training.

Be a resident of Pennsylvania.

Be eligible for selection in accordance with Civil Service rules.

Or in a classification at Pay Scale Group 4 or 5 where there is a clear linkage between the knowledge, skills, and abilities required to perform the duties of that class and the knowledge, skills, and abilities required of the PUC Compliance Specialist 1 class. Applications submitted will be reviewed to determine if an applicant's current or previous class has a logical occupational, functional, or career development relationship to the PUC Compliance Specialist 1 class.

Selection Criteria:

1.     Minimum experience and training required for the job.

2.     Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last due overall regular or probationary performance evaluation was higher than unsatisfactory or fails to meet standards.

3.     Seniority, defined as a minimum of one year(s) in the next lower class(es) by the posting closing date of 11/20/2017.
