This is an entry-level position within a professional
accounting, financial management, and engineering organization that performs
financial audits, management efficiency reviews or audits, and financial and
operational analysis. The person in this position has a knowledge of
accounting/auditing standards and administrative/technical knowledge and
normally functions as a team member in the conduct of on-site audits or
reviews of moderate or larger size utilities. The types of audits generally
include adjustment clause, compliance, continuing property records,
operational and management audits (MAs), management efficiency investigations
(MEIs), and other projects conducted utilizing established guidelines or
audit programs. Performing these duties may require travel (including
overnight travel).
Specific duties include:
Participating in and assisting in researching, reviewing, and analyzing
available utility background information (PUC Annual Report, approved
tariffs, Section 1307 and other adjustment clause filings, independent
auditor's reports and prior PUC audit reports) and assisting in the
preparation of preliminary work plan(s) which identifies specific objectives,
work steps to be accomplished and a proposed calendar of events including a
timetable.
Assisting in the planning, organizing and conducting of interviews at all
levels of an organization.
Assisting in reviewing and verifying information supplied by the utility by
reference to appropriate source documents.
Participating in the analysis of general ledger accounts and testing of
utility's systems and procedures.
Participating in and assisting in the observation of utility operations to
determine if they are conducted in accordance with written company policy and
that they achieve desired results.
Participating in and assisting in testing utilities' internal accounting and
operational procedures and practices to determine if regulatory rules and
regulations are followed.
Assisting in the preparation of working papers according to the guidelines
and techniques of the Division.
Assisting in the preparation of complex written reports, or parts thereof, detailing
conclusions and recommendations resulting from financial or operating reviews
and analyses and assisting in the review and edit of other employees'
reports.
Utilizing appropriate technical financial accounting or operations expertise
while conducting audits or reviews
Participating in and assisting in reviewing, auditing and analyzing the
management of utilities including the
financial or operating aspects of functions such as: board of directors,
executive management, corporate planning,
systems planning, human resources; and areas such as corporate governance
practices, organization structure,
management controls, and administrative procedures.
Assisting in reviewing, auditing and analyzing utility corporate and customer
service functions. This includes all aspects of areas such as: budget
management and control, financial accounting, cost allocation procedures,
internal
auditing, management information systems, customer services, customer
relations, purchasing, materials management, operations and maintenance,
transportation management, productivity management systems, etc.
Assisting in gathering financial, operational and market data from various
sources to prepare exhibits to support findings and recommendations.
Assisting in assuring that audits are completed within budgets and according
to generally accepted auditing standards.
Participating in and assisting in monitoring the utilities' implementation of
recommendations on management effectiveness and operating efficiency contained
in management audits.
Assisting in the review of draft reports of consultants performing management
audits as to clarity, quantification, clearness, conciseness and directness,
proposing changes consistent with Division requirements and sound management
practices.
Assisting in performing all administrative tasks necessary to control
consultant conducted management audits.
Reading and obtains an understanding appropriate PUC directives, regulations,
laws and guidelines and maintains a working knowledge of generally accepted
accounting principles (GAAP) and generally accepted auditing standards
(GAAS).
Reviewing annual and interim adjustment clause filings and preparing written
narratives and recommendations regarding such filings for supervisory review.
Utilizing automated databases and computer software packages such as
Microsoft Word, Excel, Outlook, SAP and InfoMAP, etc. to perform segments of
required work.
Gathering financial and market data from various sources to prepare exhibits
and support findings and reports.
Performing related work and a variety of special projects as required.
Traveling to and from work assignments including overnight travel, as
required.
Obtaining personal transportation to and from work assignments, as needed.
Carrying computer equipment, catalog case containing workpapers, financial
materials and other job related documents to vehicle from office or job site.
Performing or assisting in performing other tasks as assigned.
Essential Functions:

Knowledge of financial audit objectives, procedures, and practices.
Ability to assemble, analyze, and prepare reports and statements of financial
data.
Ability to communicate complex ideas clearly and effectively, both orally and
in writing.
Ability to establish and maintain effective working relationships with
associates, superiors, representatives of utility companies, and the general
public.
Ability to utilize computers and various software programs such as Microsoft
Word, Excel, Outlook and SAP and automated databases such as InfoMAP.
Ability to travel to and from work assignments including overnight travel.
Ability to obtain personal transportation to and from work assignments.
Ability to carry computer equipment, catalog case containing workpapers,
financial and operational materials and other job related documents to

Group 5 where there is a clear linkage between the knowledge, skills, and
abilities required to perform the duties of that class and the knowledge,
skills, and abilities required of the Public Utility Auditor Trainee class.

Selection Criteria:
- Minimum experience and training required for the job.
