2011-2013 Members


Members serve two-year terms. The 2011-2013 term began on July 1, 2011, and continues through June 30, 2013.

  • Timothy B. Hennessey - Chairman
    Currently serves as Communications Director to Pennsylvania State Senator Bob Mensch and is a second-year graduate student at the University of Pennsylvania pursuing a Master’s in Public Administration.  Previously, he served as a Legislative Assistant in the Pennsylvania House of Representatives and most recently as a member of the Pennsylvania Department of Environmental Protection’s Cleanup Standards Scientific Advisory Board.  Tim resides in Chester County.  Appointment by Commission-at-Large.

  • Robert A. Christianson - Vice Chairman
    Retired PUC Chief Administrative Law Judge. He resides in Cumberland County. Appointment by Commission-at-Large.


  • Pedro L. Anes
    Owner and President of the Impact Group, an economic and workforce development consulting firm, and serves as the Director of Workforce Education and Community Outreach at Marywood University in Scranton. He currently resides in Lackawanna County. Appointment by Sen. Lisa M. Boscola (D-Lehigh), the Minority Chair of the Senate Consumer Protection and Professional Licensure Committee.


  • Michael Bannon
    Director/Chief Sealer for the Bucks County Department of Consumer Protection/Weights and Measures Department. Bannon has experience with negotiating for electric supply on behalf of the county; with educating Pennsylvanians about electric competition; with a committee on alternative fuels; and with reducing the impact of government operations on the environment. Appointed by Lt. Gov. James Cawley.


  • Lillian Carpenter
    Retired educator, former member of the Pittsburgh Board of Public Education, and now serves on the Pittsburgh Board of Directors for the Homeless Children’s Education Fund. She is an Allegheny County resident. Appointed by Rep. Joseph Preston Jr. (D-Allegheny), the Majority Chairman of the House Consumer Affairs Committee.


  • Cindy Datig
    CEO of $1 Energy Fund Inc. She is also a member of the Department of Public Welfare LIHEAP Advisory Council, Pennsylvania Energy Assistance and Weatherization Coalition, and is vice chair of the National Low Income Energy Consortium. Resides in Pittsburgh. Appointment by Commission-at-Large.


  • John Detman
    Aging Services Supervisor in the Department of Aging Office of Program Management. He resides in Dauphin County. Appointment by Commission-at-Large.


  • Harry S. Geller
    Director of Pennsylvania Utility Law Project, a state-wide non-profit organization, based in Harrisburg, Pa, dedicated to providing technical support, information sharing and representation to low-income individuals in utility and energy matters. Resides in Dauphin County. Appointment by Commission-at-Large.


  • Renardo l. (Rick) Hicks
    Shareholder in Corporate, Finance & Capital Markets at the law firm of R. L. Hicks & Associates, in Harrisburg. He concentrates his practice in corporate litigation and public utility matters. He was the former Regional Vice President and Regulatory Counsel for XO Communications and Executive Deputy Attorney General and Director of the Public Protection Division of the Pennsylvania Office of Attorney General. He resides in Dauphin County. Appointment by Commission-at-Large.


  • Thomas C. LeCrone
    President of LeCrone Management Group and Project Director of the PA Electric “E” Project. He resides in Lancaster County. Appointment by Commission-at-Large.


  • George J. Silvestri Jr.
    He is a retired engineer in the Power Generation Division of the Westinghouse Electric Corp, and also is an author of technical papers and handbooks. He resides in Montgomery County. Appointed by Rep. Robert Godshall (R-Montgomery), the Minority Chairman of the House Consumer Affairs Committee.


  • Lee B. Tolbert
    President of the West Philadelphia Coalition of Neighborhoods and Businesses, a nonprofit with over 125 members from community-based organizations, businesses, churches and institutions that fund, implement and operate health, housing, recreational and after-school programs. He resides in Philadelphia. Appointment by Commission-at-Large.


  • Joseph E. Toner III
    He is Chairman of the Uwchlan Township Board of Supervisors and president for the Chester County Association of Township Officials. He is retired from the telephone industry, the chairman of the Board of Trustees for Manor College, founder and chairman of the Uwchlan Township Industrial Development Authority and vice chairman of the Uwchlan Township Planning Commission.
