PUC Finalizes Rulemaking on Recording Customer Communications

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) finalized regulations that modify the regulatory prohibition against call recording by telephone companies.

The Commission voted 5-0 to finalize the regulations. As a result, the Commission’s outright prohibition on recording calls is lifted. Telephone companies are now allowed to record conversations so long as the purpose for recording a call complies with applicable state and federal laws regulating the recording, interception disclosure or use of customer communications.  All other recording of conversations is prohibited. 

On April 19, 2010, the Commission sought comments on the proposed rulemaking.  The rulemaking will become effective following publication in the Pennsylvania Bulletin.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
