Contract Carrier - Transports employees/passengers for a specific company or companies ($350

Emergency Temporary Carrier - ($350 filing fee)
Experimental Passenger Carrier - ($350 filing fee)
Group and Party Carrier - Charter bus, tour and
special excursion operators of vehicles seating between 11 and
15 passengers, including the driver ($350 filing fee)
Group and Party Carrier - Charter bus, tour and
special excursion operators of vehicles seating more than 15
passengers, including the driver ($100 filing fee)
Household Goods Broker - Household goods in use broker ($350 filing fee)

Application Approval
Property Carriers and Group & Party Service
This includes charter bus, and tour and special excursion operators operating vehicles
seating more than 15 including driver.
- Proof of insurance (52 Pa.Code 32.11 - 32.15) is required to be filed within
60 days of approval.

- Satisfactory completion of a safety fitness review (52 Pa. Code, Chapter 37) is required within
180 days of approval.
Household Goods in Use and Passenger Carriers
Includes taxi, limousine, airport transfer, paratransit (van service), group &
party when operating vehicles seating 15 or less including driver, and scheduled
route bus service.
- Approval time depends on protest filed subsequent to application being published
in the Pennsylvania Bulletin.
- Proof of insurance (52 Pa. Code 32.11 - 32.15) is required to be filed within

Additionally, household goods carriers must satisfactorily complete a safety fitness
review and review of household goods customer service standards (52 Pa. Code.
31.121 130) within 180 days of approval.
