Financial Responsibility of Carriers (Minimum Limits)


Forms and Bonds

Form E
Evidence of motor carrier bodily injury and property damage liability certificate of insurance.  If your insurance company subscribes to National Online Registries Inc. (NOR at www.mcinfo.org), you can request the insurance company to file the required insurance forms electronically through NOR. The electronically filed insurance forms will reach the Commission more quickly than mailed forms.

Form H
Uniform motor carrier cargo certificate of insurance.  If your insurance company subscribes to NOR (www.mcinfo.org), you can request the insurance company to file the required insurance forms electronically through NOR. The electronically filed insurance forms will reach the Commission more quickly than mailed forms.

Surety Bond
Evidence of surety (for brokerage authority).

  • These forms must be received directly from the insurance company.
  • As temporary proof of insurance the following will be accepted and may be transmitted by FAX:
    • Copy of a declaration page of the insurance policy.
    • Copy of a valid binder of insurance.
    • Copy of a valid application to the PA Assigned Risk Plan.
  • FAX transmittals are not acceptable for Philadelphia taxicab companies.

Passenger Carriers

15 Passengers or less

  • $35,000 minimum split coverage - split in the amounts of $15,000 bodily injury per person, $30,000 bodily injury per accident and $5,000 property damage per accident (52 Pa. Code §32.11(b)).
  • $25,000 first party medical benefits, $10,000 first party wage loss benefits (52 Pa. Code 32.11(b)) and shall conform to 75 Pa. C.S. 1701 1799.7 (relating to Motor Vehicle Financial Responsibility Law).
  • First party coverage of the driver of certificated vehicles shall meet the requirements of 75 Pa. C.S. 1711(relating to required benefits).

16 to 28 Passengers

  • $1,000,000 combined single limit per accident per vehicle to cover liability because of bodily injury, death or property damage (52 Pa. Code 32.11(c)) and shall meet the requirements of 75 Pa. C.S. 1701-1799.7.

28 Passengers or more

  • $5,000,000 combined single limit per accident per vehicle to cover liability because of bodily injury, death or property damage (52 Pa. Code 32.11(d)) and shall meet the requirements of 75 Pa. C.S. 1701-1799.7.

Property Carriers

Bodily Injury
  • $300,000 combined single limit per accident per vehicle to cover liability because of bodily injury, death or property damages (52 Pa. Code 32.11(d)) and shall meet the requirements of 75 Pa. C.S. 1701-1799.7.

Cargo

  • $5,000 for loss or damage to cargo carried on a motor vehicle (52 Pa. Code 32.13(a)) 

Note: Pennsylvania does not participate in the Single State Registration System (SSRS).
