NOTE: The Public Utility Code authorizes the PUC to collect an annual fee of $350 from each licensed/certified supplier, broker, marketer and aggregator of electricity and natural gas approved to do business in the Commonwealth of Pennsylvania. In addition, an annual supplemental fee based on reported annual gross intrastate operating revenues will be applicable to suppliers of electricity and natural gas.

  • The annual fee is due by July 1 of each year, and must be paid by check
  • The form titled "Revenue Report" is no longer a part of the report requirements for EGS entities.
  • The Electric Choice Annual and Quarterly Reports are the forms EGSs need to file for their annual and quarterly gross intrastate operating revenues to the Commission.

Quarterly form filed by electric companies to report their earnings.

Every jurisdictional electric utility must complete and submit a Report of Outage Form to the Commission when they experience an unscheduled service interruption event that affects 2,500 or 5%, whichever is less, of their total customers for 6 or more consecutive hours. The Form is due within 10 working days after the last customer affected is restored. 52 Pa. Code Chapter 67.1.

All jurisdictional electric utilities shall complete and submit this form (or a comparable form as defined in the Code) to the Commission when they experience a reportable accident involving the facilities or operations of the public utility. The Form is due within 30 days of the occurrence of the accident. 52 Pa. Code Chapters 57.11, 59.11, and 65.2. Revised August 2023.

Licensed Electric Generation Suppliers are required to report annual sales (kWh), generation sources, gross receipts and tax ID information. Municipal authorities are required to report jurisdictional retail sales/generation sources and gross receipts. EDCs are required to report POLR sales/generation sources and tax ID information. April 30 is deadline for filing preceding year activity. "Zero" reports must be filed. 52 Pa. Code Sec 54.39(b) and 52 Pa. Code Sec 54.6.

All utilities under the reporting requirements of 52 Pa. Code §§ 57.47, 59.48, 61.28, 63.36, 65.19, 29.43, 31.1 or 33.103 shall annually file the form by February 28th. The PDF form may be filled out electronically, printed out (or printed out and filled in by hand), and must be mailed to Secretary of the Commission, Pennsylvania Public Utility Commission, Attention Angel Elwell, 400 North Street, Harrisburg, Pa. 17120. The forms may no longer be emailed to the Commission due to security concerns.

Utilities that have been directed to file an adoption supplement must file a separate form for each tariff adopted. The supplement may be filed on one days notice.

The PUC adopted a Public Utility Planning and Readiness Self Certification Rulemaking order at Docket L-00040166. The rulemaking resulted in the creation of a new regulation at 52 PA Code Chapter 101. The attached file contains answers to frequently asked questions concerning the form that is to be filed in compliance with 52 PA Code Chapter 101.4.

Here are descriptions of EDC reports required by the PUC, and the associated PUC contact for that specific report. Each company is responsible to adhere to all of the established rules, regulations and directives of the Commission on reporting requirements of utilities.
