Voluntary Natural Gas Energy Efficiency and Conservation Programs

Natural gas is an abundant resource and an important component of the Pennsylvania economy.  In 2014, Pennsylvania had the most proven reserves of shale gas in the country, driven by the development of the Marcellus Shale.  As natural gas has continued to grow in importance as a fuel source, natural gas energy efficiency programs have also shown steady growth.  

As the energy market is becoming increasingly customer driven, utilities around the country are responding by offering energy efficiency and conservation (EE&C) programs.  For natural gas companies, the opportunity to invest in helping customers save money, increase comfort, and reduce the impact they have on the environment is now a crucial component of joining the next generation of energy utilities and benefiting the communities that they serve.  

 

Philadelphia Gas Works

Philadelphia Gas Works is not mandated to enact an Energy Efficiency and Conservation (EE&C) Plan under Act 129.  On 11/14/2008, combined with an extraordinary or emergency rate relief petition, Philadelphia Gas Works proposed to file a comprehensive conservation and energy efficiency plan to help its customers to deal with the rising cost of energy.  Residential and commercial customers are provided assistance to take cost effective steps to reduce their natural gas usage and thereby reduce their natural gas bills in a material way.

The company’s rate relief petition was approved by the Commission on Dec. 19, 2008 under Docket Number R-2008-2073938 and Philadelphia Gas Works was ordered to file an Energy Conservation and Demand-Side Management Plan.

In accordance with that order, Philadelphia Gas Works filed its Phase I Energy Conservation and Demand-Side Management Plan under Docket Number P-2009-2097639.
 

Phase II  (September 1, 2016 - August 31, 2020)

On Dec. 23, 2014, Philadelphia Gas Works filed a Petition for Approval of the DSM Phase II Plan under Docket Number P-2014-2459362. From the Public Meeting held on Nov. 6, 2016, Opinion and Order entered on Nov. 1,2016.

Phase I Extension (September 1, 2015 - August 31, 2016)

On April 10, 2015, Philadelphia Gas Works filed a Petition for Approval for a temporary extension of the initial DSM Phase I Plan under Docket Number P-2009-2097639, until Phase II would be approved.  From the Public Meeting held on May 7, 2015; Opinion and Order entered on May 7, 2015.

Phase I (September 1, 2010 - August 31, 2015)

On May 12, 2010, all parties involved confirmed that they had entered into a Joint Settlement Agreement.  From the Public Meeting held on July 29, 2010; Opinion and Ordered on July 29, 2010. 

By Order entered on February 11, 2010 the Commission granted the motion under Docket Number P-2009-2097639 and consolidated Philadelphia Gas Works’ petition for approval of its DSM Plan with its request to increase base rates under Docket Number R-2009-2139884. 

Also, on December 18, 2009, Philadelphia Gas Works filed a motion to consolidate its petition for approval of its revised Energy Conservation and Demand-Side Management Plan (DSM Plan) with its request to increase base rates.  The DSM Plan was initially filed on March 26, 2009, subsequently withdrawn, and resubmitted on April 20, 2009, under Docket Number P-2009-2097639.  The revised five-year DSM Plan was also filed in response to the Extraordinary Rate Order.

On December 18, 2009, Philadelphia Gas Works filed a general rate case under Docket Number R-2009-2139884. This rate case was filed in compliance with Commission order entered on December 19, 2008 under Docket Number R-2008-2073938 (Extraordinary Rate Order).

UGI Utilities Inc. - Gas Division

UGI Gas is not mandated to enact an EE&C Plan under Act 129.  On January 19, 2016, as part of a general rate case, UGI Gas filed a voluntary EE&C Plan.  The Plan portfolio was developed using the guiding principles of the Commission’s Act 129 Phase III Implementation Order.  It was evaluated using a Total Resource Cost (TRC) test proposed by Philadelphia Gas Works for its Phase II plan and is similar to the test used by the Commission for Act 129. 

To estimate the resource savings from standard energy efficiency measures, UGI Gas developed a Technical Reference Manual (TRM) that was adapted from the TRM used by Philadelphia Gas Works.


Phase I (October 1, 2016 - September 30, 2021)

On January 19, 2016, incorporated in a general rate increase petition, UGI Gas filed a voluntary Phase I EE&C Plan for approval under Docket Number R-2015-2518438. From the Public Meeting held on September 1, 2016; Opinion and Order entered on October 14, 2016.

UGI Penn Natural Gas, Inc.

UGI Penn Natural Gas (PNG) is not mandated to enact an EE&C Plan under Act 129; both, UGI PNG and UGI Gas designed voluntary EE&C Plans using the guiding principles of the Commission’s Act 129 Phase III Implementation Order. 

The Plan portfolio was developed based on the UGI Gas EE&C Plan that was approved as part of the UGI Gas rate case filed in 2016.  The Plan utilizes the same types of programs, the TRM and TRC test that were used for the UGI Gas EE&C Plan, including the modifications in the joint settlement that was approved by the Commission under Docket Number R-2015-2518438. 

 

Phase I  (October 1, 2017 – September 30, 2022)

On January 19, 2017, incorporated in a general rate increase petition, UGI PNG filed a voluntary Phase I EE&C Plan for approval under Docket Number R-2016-2580030.  From the Public Meeting held on August 31, 2017; Order entered on August 31, 2017.
