The PUC has jurisdiction over local telephone service providers. The Commission does not regulate cellular and wireless phone companies, cable TV companies or long-distance companies. For more information on these, contact your local municipality about cable TV problems or the Federal Communications Commission (FCC) about cellular/wireless phone and long-distance problems.

The PUC’s Cyber Team, created in 2012, is comprised of staff from the Office of the Executive Director, the Bureau of Audits, the Office of Management Information Systems, the Bureau of Technical Utility Services, the Law Bureau and the Office of Communications. The team meets bi-weekly or as necessary and provides recommendations to Commissioners for cybersecurity-related initiatives such as training, communications, etc.

On Oct. 1, 2015, the PUC united state and federal government agencies, utility companies and law enforcement to highlight National Cybersecurity Awareness Month and the collaborative work being done to protect Pennsylvania’s critical infrastructure. Event participants included the PUC, the U.S. Department of Homeland Security, the Pennsylvania Office of Administration, the Pennsylvania Emergency Management Agency, the Pennsylvania State Police, the Pennsylvania Office of Homeland Security, the South Central PA Task Force, UGI Utilities Inc., Pennsylvania American Water, Verizon Pennsylvania and PPL Electric Utilities. Verizon PA and Verizon North Joint Petition for Reclassification
On Oct. 6, 2014, Verizon PA and Verizon North filed a joint petition (Docket Nos. P-2014-2446303 and P-2014-2446304) to have all retail services in certain parts of the Commonwealth declared competitive and removed from most PUC jurisdiction. Verizon does not propose to reclassify intrastate access services or a small portion of special access services. The petition focuses on the regions in and around Philadelphia/Allentown, Pittsburgh, Scranton/Wilkes-Barre, Erie, and Harrisburg/York.

ILEC Access Charge Proceedings
By Commission Order entered July 18, 2011 at I-00040105, certain Pennsylvania rural incumbent local exchange carriers (RLECs) were directed to begin rebalancing their respective intrastate switched access charges and their other noncompetitive service rates in accordance with Annex C of the Order. Commission staff has prepared a proposed template on a Microsoft Excel spreadsheet depicting the manner and format of the revenue neutral rate rebalancing calculations to be performed and submitted by the RLECs. This template, which contains specific instructions on what information shall be submitted by the RLECs may be viewed and downloaded at the below link.
