The application process for new motor carrier applicants has been streamlined. Please discard any old application forms and instructions and replace with the new forms and instructions that have a revised date of October 5, 2021  or newer. Beginning January 1, 2022, older versions of applications will no longer be accepted.

Passenger Authority Types & Descriptions

Airport Transfer ($350 filing fee)

• Vehicle holding any number of passengers, Individual Charges, Trip must originate or terminate at an Airport, Scheduled or Advanced Request, Nonexclusive Service.

Call or Demand Carrier (Taxi - EXCEPT Philadelphia City) ($350 filing fee)

• Vehicle holding 9 or less passengers including the driver, One charge per trip, Telephone or Hail, Meter and dome light, Exclusive or Non-exclusive service, and Vehicle must be 10 years or newer AND have less than 350,000 miles.

Contract Carrier of Passengers ($350 filing fee)

• Any size vehicle, Charges by contract, Service contract to Transport employees/passengers for a specific company or companies filed with application.

Experimental Passenger Carrier ($350 filing fee)

• Any size vehicle, Charges to be determined, Service does not fit any other category, Call to discuss this type of Application prior to submission.

Group and Party Carrier 11-15 Passengers including Driver (EXCEPT Philadelphia City) ($350 filing fee)

• Vehicle holding between 11-15 passengers including the driver, No individual charges, Special excursions, Tours, Sightseeing, Exclusive and Non-Exclusive service.

Group and Party Carrier 16+ Passengers including Driver ($100 filing fee)

• Charter bus, Tour and Special excursion operators of vehicles seating more than 16 passengers, including the driver, Charges not regulated by PUC, Exclusive and Non-Exclusive service, Safety Fitness Review.

Limousine Carrier (EXCEPT Philadelphia City) ($350 filing fee)

• Vehicle holding 11 or less passengers including the driver, No individual charges, Advance reservation, Exclusive service, Luxury type vehicle with less than 350,000 miles.

Paratransit Carrier ($350 filing fee)

• Vehicle holding 16 or less passengers including the driver, Individual charges, Advance reservation, Non-exclusive service, Cannot originate or terminate at an Airport.

Scheduled Route Carrier ($350 filing fee)

• Vehicle holding 7 or more passengers, Individual charges, Designated routes, Exclusive or Non-Exclusive Service, possible Safety Fitness Review.

Taxi Carrier (Call or Demand - EXCEPT Philadelphia City) ($350 filing fee)

• Vehicle holding 9 or less passengers including the driver, One charge per trip, Telephone or Hail, Meter and dome light, Exclusive or Non-exclusive service, and Vehicle must be 10 years or newer AND have less than 350,000 miles

TNC - Transportation Network Company ($350 filing fee)

• Any size vehicle, Individual charges, Advance reservation through a phone application, Exclusive and Non-Exclusive service.

Emergency Temporary Carrier ($350 filing fee)

• This application is reserved for an emergency of the public, Clear statements are needed regarding who is endangered and how your business is able to assist that individual (or group).

Property Authority Types & Descriptions

Household Goods In Use Carrier / Mover / Moving Company ($350 filing fee)

• Any size vehicle, Vehicle must be owned by Applicant, Hourly rates or weight rates, Written estimates, Information for Shippers Form, Safety Fitness Review.

Property Carrier / Trucking Company  (Excluding household goods in use) ($100 filing fee)

• Any size vehicle, Rates not regulated by the PUC, Safety Fitness Review, Some types of Cargo are exempt from Insurance.

Broker Authority Types & Descriptions

Household Goods Broker (Household goods in use broker) ($350 filing fee)

• No vehicles, Charges not regulated by the PUC, Security Bond for $10,000 or more.

Passenger Broker  ($350 filing fee)

• No vehicles, Charges not regulated by the PUC, Security Bond for $10,000 or more.

Change or Cancellation of Existing Authority

Abandonment of Service - For small passenger & household goods carriers EXCEPT Group and Party 16+ and Property (No Fee)

• Instructions and application to abandon or discontinue service, in whole or in part, between points in the Commonwealth of Pennsylvania.

Address Change / Update (No Fee)

• Instructions on how to update your information with the PA PUC so that you receive all relevant communications from the PUC.

Cancellation of Service - Group and Party 16+ (No Fee)

Cancellation of Service - Property (No Fee)

Name / Entity Change Application (No Fee)

Transfer of Rights - For small passenger and household goods carriers ($350 filing fee)

• Does not apply to Group and Party 16+ and Property.

Transfer of Stock / Ownership – For small passenger & household goods carriers ($350 filing fee)

• Does not apply to Group and Party 16+ and Property

Application Approval Periods

Property Carriers and Group & Party Service

This includes charter bus, and tour and special excursion operators operating vehicles seating more than 15 including driver.  (Group and Party 11-15 Passengers will be included under the heading below.) Average processing time is two (2) weeks.

• Proof of insurance (52 Pa. Code 32.11 - 32.15) is required to be filed within 60 days of approval.
  (75 Pa. C.S. 1701 1799.7)
• Satisfactory completion of a safety fitness review (52 Pa. Code, Chapter 37) is required within 180 days of approval.

Household Goods in Use and Passenger Carriers

Includes taxi, limousine, airport transfer, paratransit (van service), group & party when operating vehicles seating 15 or less including driver, and scheduled route bus service.  Average processing time is three (3) months.

• Approval time depends on protest filed subsequent to application being published in the Pennsylvania Bulletin.
• An acceptable Tariff.
• Proof of insurance (52 Pa. Code 32.11 - 32.15) is required to be filed within 60 days of approval. (75 Pa. C.S. 1701 1799.7) See Motor Carrier Insurance.
• Additionally, household goods carriers must satisfactorily complete a safety fitness review and review of household goods customer service standards (52 Pa. Code. 31.121 130) within 180 days of approval.
