Programs for Limited-Income Households
Are Available Today!!

If you are having trouble paying your natural gas bill, contact your natural gas company (see list below), the Public Utility Commission at 1-888-PUC-FACT, or the Office of Consumer Advocate (800-684-6560) for assistance.

Heating Bill Help Programs Are Available Today:


You may qualify for assistance programs provided by the Pennsylvania Public Utility Commission, Pennsylvania Department of Public Welfare and/or a utility-sponsored assistance program targeted for low-income and financially stressed customers.

Every natural gas company in Pennsylvania has established a Customer Assistance Program (CAP) and a Low-Income Usage Reduction Program (LIURP). CAP provides consumers with low-income with lower rates. LIURP aims to reduce gas usage by providing consumers with energy efficient equipment as well as insulation. LIURP has helped thousands of people better manage their natural gas bills. Gas companies, their employees and customers contribute over one million dollars each year to provide special supplemental assistance to customers with the most serious payment problems. These valuable programs are administered by organizations such as the Dollar Energy Fund, the Utility Emergency Services Fund (UESF), the Commission on Economic Opportunity (CEO), the Salvation Army and other community organizations. In addition, the federally supported Low Income Home Energy Assistance Program (LIHEAP) is a long time friend of low-income customers in need of help paying winter heating bills. For information on the LIHEAP program, contact your local County Assistance Office or check the website.

Weatherization Assistance Program:

The Weatherization Program is this country's longest running, and most successful energy efficiency program. This program enables low-income families to permanently reduce their energy bills by making their homes more energy efficient. By reducing the energy bills of low-income families, weatherization reduces dependency and frees this savings for more pressing family needs. According to the U.S. Department of Energy, weatherization reduces home heating bills by an average of 31% and overall energy bills by $200 to $250 per year.
