PUC RFP 2024-1 Captioned Telephone Relay Services (CTRS)

The Commission is seeking a contractor to provide intrastate CTRS in Pennsylvania.  CTRS users receive both the voice to listen to the phone conversation and word-for-word captions of what is said to them.  CTRS combines the spoken word with the printed word visible on telecommunications equipment during a telephone conversation.  It also includes voice mail, E-911, and other customary telecommunications services.  CTRS provide telephone transmission services that allow a person with a disability to engage in communication by wire or radio with a hearing individual in a manner that is functionally equivalent to the ability of a person who does not have a disability to communicate using voice communication services by wire or radio. 

The contract will run from approximately July 1, 2024, to June 30, 2029.

Proposals are due Monday, May 20, 2024, by 3 p.m., as indicated in the Calendar of Events.

PUC RFP-1-2023 Request for Proposals to Provide Human Resources Legal Services

The Pennsylvania Public Utility Commission is seeking bidders to provide Human Resources Legal Services to the Commission. 

The Commission’s Office of Human Resources (“Issuing Office”) has issued this RFP on behalf of the Commission.  The sole point of contact in the Commission for this RFP shall be Michael E. Roberts, Director of Human Resources, PA Public Utility Commission, 400 North St, Harrisburg, PA 17120.  Mr. Robert’s email is michrobert@pa.gov.  Please refer all inquiries to the Issuing Officer.

The Commission seeks legal counsel and representation in matters relating to Labor and Employment Law, to provide counsel to the Human Resources Department as well as other senior Commission staff.

It is proposed that if the Issuing Office enters into a contract as a result of this RFP, it will be a five-year, fixed-term, fee-for-service, overall price-not-to exceed contract.  The Contract will commence sometime in February/March 2024.  The Contract will end five years after execution in February/March, 2029.  The overall price not-to-exceed is for the Contract $600,000.  The overall contract amount can exceed $600,000 only by written Amendment to this Contract.

Pre-proposal Presentation - There will be a pre-proposal Conference with a presentation from the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) via Microsoft Teams or audio only phone-in on Wednesday, January 10, 2024, at 2 p.m.  Attendance is recommended.

The Issuing Officer shall post the answers to the questions to the Commission’s website at by Tuesday, January 16, 2024

Questions and Answers

  • Are offerors required to have staff office within the Capitol region to be awarded this RFP, or is it acceptable if staff is able to commute to the Capital region as often as needed from Center City?

Not required, but our preference is to have a dedicated office located in the Capitol region. Offerors will be rated based on the evaluation criteria included in the RFP. Dedicated staff located in the Capitol region is one of four. While not a requirement, offerors will be evaluated based on the adherence to this criteria. Most of our work occurs in the Capitol Region so the desire is to have legal staff present for any necessary in-person needs.

  • Will the location of staff through subcontractors be taken into consideration for this criteria? For example, if our SBD/VBE is located in the Capital region, is that sufficient enough to meet the evaluation criteria?

Our main consideration/evaluation will be of the principal offeror to the technical criteria. The evaluation team will provide due weight to the subcontractors, but the team will be primarily focuses on the offerors suitability to the evaluation criteria rather than any subcontractors.
