About the PUC

The Pennsylvania Public Utility Commission oversees the nearly 7,000 entities which provide utility services across the state, including:

• Electricity
• Natural gas
• Pipeline transmission of natural gas and hazardous materials
• Motor carrier transportation of passengers and property
• Railroad crossings
• Telecommunications
• Water and wastewater collection and disposal

The roles and responsibilities of the PUC continues to evolve as the utility marketplace and technology changes and as legislators amend the Public Utility Code.

Our Mission

The mission of the Pennsylvania Public Utility Commission is to balance the needs of consumers and utilities; ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.

Our Offices

Headquartered in Harrisburg, the PUC also holds regional offices are located in Philadelphia, Pittsburgh and Scranton. The regional offices serve as administrative coordinating points for enforcement officers and administrative law judges.

Our Employees

The PUC employs more than 526 people across 12 distinct offices and bureaus who report to the Executive Director. Employees serve in a variety of roles, including attorneys, rate and service analysts, auditors, economists, engineers, motor transit and railroad specialists, communications specialists, safety inspectors, enforcement investigators, as well as administrative, fiscal, IT and clerical personnel. The PUC regularly has job openings in these areas.

PUC Funding and Budget

The PUC is funded by assessment of the regulated public utilities throughout the state. Subject to budget approval, the PUC assesses utilities up to three-tenths of one percent of gross intrastate revenue to cover the cost of regulation. All assessments are paid into the General Fund of the State Treasury through the Department of Revenue for use solely by the Commission.

The budget for Fiscal Year 2023-24 is $82,296,000 in state funds and $5,538,000 in federal funds, for a total of $88,434,000.
